CEBU CITY – Philippines — A closely divided Cebu City Council on Tuesday voted down a proposed agreement that would have allowed the city’s scholarship program to accept students from ACTIEF’s Pit-os campus. This effectively halts what proponents described as a “critical pathway” for over 1,600 senior high school graduates from upland barangays.
