MANILA, Philippines — Sen. Francis “Kiko” Pangilinan prodded the Department of Agriculture (DA) on Wednesday to tap some P18 billion from its unused budget last year for fuel and fertilizers subsidies for farmers and fisherfolk affected by the ongoing crisis in the Middle East.
