MANILA, Philippines — Interior and Local Government Secretary Jonvic Remulla on Wednesday visited and apologized to Jhony Lanquino, the man whom authorities fined for not wearing a shirt while mixing cement in front of his home in Mandaluyong City last week. “It’s my fault because I did not make clear what the rules were.
