MANILA, Philippines — National Capital Region Police Office (NCRPO) Director Maj. Gen. Anthony Aberin said law enforcers must exercise “compassion and common sense” in enforcing the Department of the Interior and Local Government’s (DILG) “Safer Cities” program.
