MANILA, Philippines — Lawmakers have clarified that Ramil Madriaga, Vice President Sara Duterte’s aide who made bombshell allegations to bolster the impeachment complaints against her, still enjoys the presumption of innocence because he has not been convicted of kidnapping charges.
