MANILA, Philippines — The Philippine Postal Corporation (PHLPost) announced Wednesday night that it fully resumed acceptance of letters and parcels bound for the United States starting April 13, 2026, following system upgrades to comply with new US Customs requirements. PHLPost said the move restored services to normal after partial resumption with limitations due to stricter documentation rules imposed by US authorities. The agency said that the updated regulations required more detailed and accurate declarations for all incoming shipments. To meet these requirements, PHLPost implemented a Customs Declaration System (CDS), which enables postal personnel to capture complete shipment information, including item description, declared value, and category. Under the new system, applicable taxes and duties are automatically computed and must be paid by the sender prior to mailing, a process expected to streamline clearance and minimize delays upon arrival in the United States. PHLPost also partnered with Zonos, a global cross-border technology firm, to improve the accuracy and transparency of shipping cost computations. With the upgraded system in place, the agency said customers could expect clearer fees, faster processing, and improved tracking and delivery updates. PHLPost reminded the public to provide complete and accurate shipment details, noting that incomplete or incorrect declarations may result in delays or additional charges imposed by US Customs. The agency added that gift items valued below $100 may remain exempt from duties and taxes, subject to applicable regulations.
