MANILA, Philippines — The Internal Affairs Board (IAB) of the Office of the Ombudsman has issued a show cause order for Assistant Special Prosecutor II Ryan Rey Quilala in connection with alleged involvement with Ramil Madriaga. "With regards to Attorney Ryan Quilala, the Office, through the Internal Affairs Board, had already issued a show cause order [...]", Assistant Ombudsman Mico Clavano said in a press briefing on Thursday. "We have a process here, the Internal Affairs Board that is in charge or is tasked with the responsibility of disciplining the employees and officers of the Office of the Ombudsman so will go through that", he said in Filipino and English. The show cause order was dated Apr. 15, 2026 and gave Quilala 48 hours from receipt of the order to explain. On Tuesday during the House Committee on Justice's hearing on the impeachment complaints against the vice president, who has denied giving him any instruction, Madriaga read his supplemental affidavit. Among the things he alleged in the affidavit was: "Previously and upon direct instructions of PRRD or Sara, I have also delivered money to [former] Ombudsman Samuel Martires or Atty. Ryan which I usually placed inside an open trunk of a designated car." In Dec. 2025, Madriaga's lawyer referred an affidavit of Madriaga to the Office of the Ombudsman. Martires has said in a statement, "If the public’s perception that I am close to former Pres. Rodrigo Duterte is true, then why would the former President send me money through a nonentity when FPRRD can easily summon me so he can give me money?" "Why will also the VP send me money thru an insignificant person when she (VP) doesn’t know me personally? What business does the VP have with me to be sent an amount of money?" Martires said. "Madriaga’s statement is inconsistent with his previous sworn statement made in 2025", he said.
