CEBU CITY, Philippines — The number of road crashes in Cebu City in the first half of April is alarming. This is according to Raquel Arce, Cebu City Transportation Office (CCTO chief). Arce was referring to the 334 road crashes in Cebu City that were recorded by the CCTO from April 1 to 15.
