A. It is, if only because it is the first time she has done it, and it has already raised eyebrows at Leinster House, although nobody is yet saying a word. But it goes to the sometimes tense relationship between a Head of State and the Government, which once led to a president’s resignation (Cearbhall Ó Dálaigh in 1974, having called an examination of the Emergency Powers Bill).
