MANILA, Philippines — The United States plans to establish a high-tech manufacturing zone in the Philippines as part of efforts to reduce reliance on China-dominated supply chains, under a newly signed agreement covering a site in Luzon. The proposed hub, spanning around 4,000 acres, will be developed as a special economic zone operated by the U.S. and designed to support industries such as advanced manufacturing and artificial intelligence.  The facility is also expected to give American companies access to critical minerals sourced from the Philippines.
