TUGUEGARAO CITY — The Cagayan provincial government on Monday, April 20,, declared a state of calamity due to the severe effects of drought and rising oil prices. The declaration came after the Provincial Disaster Risk Reduction and Management Council (PDRRMC) approved a resolution recommending the move during its second-quarter meeting, led by Provincial Administrator Atty.
