MANILA, Philippines—Hundreds of residents, environmental advocates and urban poor groups gathered in Smokey Mountain, Tondo, in April as part of Earth Month activities to oppose a proposed waste-to-energy (WTE) incinerator project, raising concerns about its potential impact on health, housing and livelihoods.
