7 cadets, 2 police officers face criminal raps over PNPA hazing

MANILA, Philippines — Seven cadets and two police officers are facing charges for violation of Republic Act 11053 or the Anti-hazing law in connection with the April 3 hazing incident within the Philippine National Police Academy (PNPA), the PNP said on Thursday. The accused cadets include five third class cadets and two second class cadets including a police major and a police senior master sergeant. The PNP identified the following cadets and police officers as: Cadet 3rd Class Harold Locop HejeCadet 3rd Class Lance Elroy Guinitaran GayramonCadet 3rd Class Mhicco Legarda EscalanteCadet 3rd Class Renz Matthew Abuhan CutabCadet 3rd Class Renald Perfecto BrunioCadet 2nd Class James Baldazan Bandao Cadet 2nd Class Christopher Fernandez DayagTactical Officer of the Day Police Major Mark Anthony T. CailingTactical Police Non-Commission Officer Police Senior Master Sergeant Silverio M. Dolorfino Jr. Maranan said the case has now been filed before the Imus Provincial Prosecutor’s Office. Administratively, he is set to sign the recommendation of the Tactics group of terminating the cadetship of the seven cadets and dismissing them from the program. According to Maranan, the seven cadets were directly involved in the hazing activity whereas the two police officers were charged because of command responsibility. “When it [hazing] happens to the training institution, there is also a responsibility of the direct supervisors who are on duty, that they are in charge of supervising personally and directly to the cadets or to the trainees,” Maranan told reporters in a press briefing at the PNPA. Investigation is still ongoing in terms of the administrative lapses of the two police officers but initial probe suggests “there was no one in the area who supposedly should be supervising. They were absent,” Maranan said.
