Cebu, Philippines–The University of San Carlos College of Law formally submitted a legislative proposal to the Senate, seeking to amend Republic Act (RA) 10586 and establish a “Vision Zero Philippines” framework aimed at eliminating road fatalities. The proposal, prepared under the guidance of USC College of Law dean, Lawyer Jose Glenn C. Capanas, and Criminal Justice System students were transmitted to Senator Paolo Benigno “Bam” Aquino IV for possible sponsorship.
