MANILA, Philippines — A 27-year-old American was detained by police at the Ninoy Aquino International Airport (NAIA) Terminal 1 for alleged unruly behavior. The PNP Aviation Security Group (Avsegroup) said that the Taipei-bound passenger drew attention "due to disorderly and scandalous actions," prompting intervention from NAIA Police Station 1. The incident occurred in the NAIA departure lobby on April 21, 2026, causing alarm among other travelers. "Responding officers took the individual into custody, informed him of the nature of his offense, and apprised him of his constitutional rights in a language (English) known to him," the Avsegroup said. Police added that the suspect was now in the custody of NAIA Police Station 1 and would undergo inquest proceedings for violation of Article 155 of the Revised Penal Code also known as "Alarms and Scandals." Unruly behavior at Philippine airports is strictly regulated by the Civil Aviation Authority of the Philippines (CAAP), with enforcement actions often handled by the Philippine National Police Aviation Security Group. While official figures for 2026 are not yet finalized, a series of recent arrests highlight a trend of unruly passenger behavior at NAIA. In late January, a 40-year-old American male was arrested at Terminal 3 after causing a scene on a domestic flight from Cebu. Two months later, on March 21, authorities apprehended a 63-year-old man for similar disruptions reported by his fellow travelers.
