MANILA, Philippines—Human rights groups and families of victims of the “war on drugs” tearfully welcomed and applauded the International Criminal Court (ICC) Appeals Chamber’s decision on Wednesday. The chamber rejected former President Rodrigo Duterte’s appeal challenging the court’s jurisdiction over the crimes against humanity case against him.
