MANILA, Philippines — Former chief presidential legal counsel Salvador Panelo on Thursday said the International Criminal Court’s (ICC) Pre-Trial Chamber I confirmation of all charges against former President Rodrigo Duterte was “not surprising,” going as far as tagging it as a “foregone conclusion.” Panelo, who serves as one of Duterte’s Filipino lawyers in his charges before the ICC—although not officially recognized by the Court itself—made the pronouncement the same day the ICC released its decision.
