MANILA, Philippines — The Department of Agriculture (DA) has warned against the possibility of a “super” El Niño toward the end of the year. This as high fuel prices drive up farm input and production costs. “It is no longer a question whether we will experience another El Niño after the 2024 episode that undermined rice harvest.
