CEBU CITY, Philippines — The Office of the Ombudsman-Visayas is being asked to investigate possible administrative and criminal liability of public officials over the alleged mobilization of students to a Cebu City Council session. This is an incident now under parallel scrutiny by law enforcement agencies.
