MANILA, Philippines — The precautionary hold departure order (HDO) against Leyte Rep. amd former House speaker Ferdinand Martin Romualdez can still be challenged as the Office of the Ombudsman made this bid without properly informing the lawmaker’s side, a lawyer said on Monday.
