CEBU CITY, Philippines — The Commission on Human Rights in Central Visayas (CHR-7) has launched a parallel investigation into the death of a detainee inside the Cebu City Jail, as authorities await the results of an autopsy that could clarify the circumstances surrounding the case. The detainee, identified only as alias “Andot,” had been in custody in connection with the alleged assault of an 11-year-old girl in Barangay Kalunasan in Cebu City.
