Sources said the closed-door meeting focused on the procedural framework the Senate would adopt once the House of Representatives transmits the articles of impeachment against Duterte. Under the 1987 Constitution, the House has the exclusive power to initiate impeachment cases, while the Senate acts as an impeachment court. Senators will serve as judges tasked with determining whether the vice president is guilty of the charges outlined in the complaint.
