Benitez says no hike in solons’ MOOE, cites gov’t underspending

MANILA, Philippines — Instead of an increase in the maintenance and other operating expenses (MOOE) allocated to lawmakers, House Deputy Speaker Albee Benitez said that the government actually has a problem of underspending recently when it comes to district projects.
