CALAPAN CITY, ORIENTAL MINDORO, Philippines — Infrastructure projects that are above board are affected by the scandals that rocked several flood control projects of the Department of Public Works and Highways (DPWH) including those implemented in Oriental Mindoro, Senator Sherwin Gatchalian lamented.
