MANILA, Philippines — Lawmakers from different affiliations voted unanimously to declare the existence of probable cause to impeach Vice President Sara Duterte not because of any pay-off, but due to overwhelming evidence presented during hearings, Deputy Speaker Paolo Ortega V said on Friday.
