"The Cuban government published new migration, foreign affairs, and citizenship laws approved by the National Assembly of People's Power this Tuesday, which remove limits on stays abroad and redefine residency for nationals and foreigners. The announcement was made at a press conference by Mario Méndez Mayedo, Head of the Directorate of Identification, Immigration and Foreign Affairs (DIIE), and Malluly Díaz Medina, Official of the General Directorate of Consular Affairs and Attention to Cubans Residing Abroad (DACCRE), in Havana. "All people who maintain their residence in Cuba within the established time, after the update of the migration policy in 2014, automatically become Cuban residents abroad," reported Méndez Mayedo. The above is part of the concept of "Effective Migration Residency," which recognizes as residents those Cuban or foreign individuals who stay in the country for more than 180 accumulated days a year. This eliminates the 24-month limit of staying abroad for Cuban citizens. Furthermore, Méndez Mayedo explained that citizens residing abroad have the right to dispose of their property, in accordance with Article 58 of the Constitution. "This was possibly the topic of greatest attention, of greatest concern, and we saw the need to implicitly reflect it in the law," he added. In her intervention, Malluly Díaz indicated that Cuban consulates are prepared to implement the new regulations and handle requests, including the new migration status for investors. "[The consulates] are in a position to start working with those Cubans who decide to apply for the new investor migration status in Cuba," she emphasized. The new laws will come into effect within 180 days from this Tuesday. The authorities reported that the goal is to more clearly define migration rights and duties, as well as to consolidate ties with Cubans residing abroad."
