MANILA, Philippines — The Criminal Investigation and Detection Group (CIDG) has served a subpoena for Ronald dela Rosa in connection with alleged extrajudicial killings (EJKs) in Davao region during his stint as Davao City police chief, Interior Secretary Jonvic Remulla confirmed on Monday. The subpoena directs Dela Rosa, who served as Davao City police chief from January 2012 to October 2013, to appear before the CIDG on May 14, 2026, at 10 a.m. at Camp Crame in Quezon City. “By virtue of the authority vested in me by Republic Act No. 10973, you are hereby directed to appear… to clarify matters, execute a sworn affidavit, submit documents and other relevant information in connection with the subject investigation being conducted by this group,” Remulla read from the document during a press conference in Valenzuela City. The order was signed by CIDG chief Major General Robert Morico II. It was served at Dela Rosa’s Senate office and residence. Remulla warned that failure to comply without valid justification could result in legal consequences. “Failure to comply with that… shall be ground for the filing of a case for indirect contempt of court against you under Rule 71 of the Revised Rules of Court in relation to Section 1 of RA 10973,” the secretary said. “This is a direct subpoena to him,” Remulla said. “This is the first step in investigating EJKs, because no one is releasing data about what happened. For example, in Bulacan, they erased all records. The causes of death — they erased them,” Remulla said. Remulla stressed that the CIDG investigation is separate from the case being handled by the International Criminal Court involving former president Rodrigo Duterte. “This has nothing to do with the ICC. But if an ICC warrant arrives, then we will act on it. As we speak, there is no secret or public warrant. Some people say one thing, but this is different. Again, if it arrives, we will enforce it,” he said.
