CEBU CITY, Philippines – In 2013, the Philippines enacted the Anti-Drunk and Drugged Driving Act to curb preventable deaths caused by impaired driving. Yet in Cebu, not a single person has been charged under the law, a decade on since its implementation. That’s why advocates push to amend Republic Act No. 10586, saying stronger enforcement measures are needed to make Cebu’s roads safer. Calls to strengthen the law gained renewed urgency following recent tragedies involving alleged drunk driving, most notably the death of 23-year-old entrepreneur Kingston Ralph Cheng.
