MANILA,  Philippines — Saying that he has a conscience and a sense of shame, Sen. Ronald “Bato” dela Rosa said there was no need to prod him not to take his salaries during his absence from the Senate as he did not get them anyway. This was one of the reasons why, he said, he decided to resurface in the Senate on Monday amid threats of arrest from the International Criminal Court (ICC).
