Rural unemployment edges up, urban joblessness eases: PLFS data

Unemployment rate in India's rural regions inched upwards to 4.3 percent in the January-March 2026 quarter, after three consecutive quarters of decline, even as urban joblessness continued its gradual easing, according to the latest quarterly periodic labour force survey data. Urban unemployment dropped to 6.6 percent in January-March 2026 from 6.7 percent in the previous quarter.The unemployment rate among individuals aged 15 years and above in rural India rose to 4.3 percent in January-March 2026, reversing a steady improvement that had seen the figure fall from 4.8 percent in April-June 2025 to a low of 4 percent in the October-December 2025 quarter.Urban unemployment, meanwhile, continued to dip, falling to 6.6 percent in January-March 2026 from 6.9 percent in July-September 2025, suggesting a modest but sustained recovery in city-based hiring activity. This was the lowest figure recorded in the past year. Urban women continue to face disproportionately high joblessness, with the female unemployment rate in cities rising to 9.1 percent in January-March 2026, the highest in the four quarters tracked, up from 8.9 percent in April-June 2025. In rural areas, female unemployment also edged up to 4.1 percent after hitting a low of 3.6 percent in October-December 2025, mirroring the broader rural trend.More rural women in salaried workThere was one bright spot for women: The share of rural women in regular wage or salaried employment rose marginally to 11.2 percent in January-March 2026, from 10.9 percent in April-June 2025, a small shift suggesting formalisation of rural female labour. Urban women, however, saw their share of salaried employment slip to 54.2 percent from 55.1 percent over the same period.Overall, in rural areas, the share of regular wage and salaried employees climbed to 15.5 percent in January-March 2026 from 14.8 percent in the previous quarter, pointing to a gradual formalisation of rural work. Simultaneously, the share of self-employed persons dipped to 62.5 percent from 63.2 percent in the same period, reinforcing this shift.Even when seen across sectors, rural India is diversifying as agriculture’s share of rural employment fell to 55.8 percent in the January-April 2026 from 58.5 percent in the previous quarter. The secondary sector, including mining and quarrying, and the tertiary sector gained ground, rising to 22.6 percent and 21.7 percent in the latest quarter respectively. This suggests rural workers are increasingly moving into manufacturing, construction, and services—a structural transition that, if sustained, could underpin more durable employment gains. Urban sectoral distribution remained broadly stable over the same period.
