MANILA, Philippines — A House of Representatives committee on Tuesday approved a bill giving the government sweeping powers to counter oil shocks through tax tweaks and targeted aid. The House ad hoc committee on legislative energy action and development (Lead) cleared an unnumbered substitute bill that its chairman, Marikina Rep.
