CEBU CITY, Philippines — Cebu City will launch an investigation into allegations that personnel from the Cebu City Anti-Mendicancy Office (CCAMO) physically abused a 68-year-old man arrested along Colon Street for allegedly violating the city’s anti-mendicancy ordinance. The elderly man, identified as Ireneo Vidal, claimed he merely played a harmonica along Colon Street to earn money for food for his three-year-old grandson when CCAMO personnel apprehended him. He now faces charges for violating Cebu City Ordinance No. 1631, the city’s Anti-Mendicancy Ordinance.
