Red Cross holds secret talks with Israel over visits to Palestinian prisoners

The Red Cross sent a letter to an Israeli rights group saying it is pursuing its mandate through confidential talks with Israeli authorities. It said prison visits resumed for the first time since Oct. 7 but without meetings with prisoners
