"Madagascar's Ministry of Justice said Friday that former Tourism and Handicrafts secretary-general Yves Maurice Rakotoniaina and ex-Education Minister Paul Rabary have been taken into custody over alleged plans to incite public unrest and violence. "Today, May 15, 2026, individuals were brought before the prosecution office in Antananarivo over an alleged plot to organise acts of unrest and attempt to overthrow the state and the nation," declared deputy prosecutor Nomenarinera Mihamintsoa Ramanantsoa in Antananarivo. The prosecutor said the charges include conspiring to plan attacks on senior state officials and to stir violence among citizens, spreading false information to disturb public order, and forming or joining a 'criminal organisation' to carry out those offences under Articles 215 and 216 of the Penal Code. Investigators uncovered private messages corroborating secret meetings in Antananarivo and found funds in ariary and euros allegedly meant to finance the plot. "Based on the evidence presented, the examining judge decided to place Yves Maurice Rakotoniaina in pre-trial detention at Tsiafahy Prison, and Paul Rabary in pre-trial detention at Antanimora Prison pending trial," said Ramanantsoa "Arrest warrants will also be issued for all other individuals linked to the case who were not brought before the court," he concluded. The exact date and location of the released footage containing the alleged evidence cannot be independently verified. Paul Rabary, who served as education minister under President Hery Rajaonarimampianina, is president of the Ny Firenenko party and has recently aligned with the Andry Rajoelina administration.
