CEBU CITY, Philippines — The Court of Appeals has cleared former Mandaue City mayor Jonas Cortes of grave misconduct in the controversial Suprea batching plant case, reversing the earlier ruling of the Office of the Ombudsman that dismissed him from public service and permanently barred him from holding office. In a decision promulgated on July 25, 2025, the appellate court’s Fifth Division granted Cortes’ Petition for Review and set aside the Ombudsman’s September 26, 2024, decision in an administrative case.
