"Russia's Permanent Representative to the United Nations, Vasily Nebenzya, criticised the US-backed plan for Gaza during a UN Security Council meeting on Thursday, accusing Washington of offering Palestinians economic promises 'in exchange for their own state.' "The Palestinians, exhausted by decades of bloody conflict, are cynically tempted with beautiful images of beach resorts, skyscrapers and promises of jobs. This is in exchange for their own state, promised to the international community more than 70 years ago," he stated. Nebenzya argued the proposal lacked concrete political commitments to Palestinians and said decades of conflict had left such promises for Gaza's future 'no longer' believable. He further noted that Israel's demands for the release of hostages and the return of bodies had been fulfilled, while key elements of the Gaza ceasefire plan remain unimplemented, including full humanitarian aid access and transferring governance to a Palestinian technocratic committee. "In reality, since the announcement of the ceasefire on October 10, 2025, in Gaza, literally every day peaceful Palestinians are being killed under Israeli fire. More than 880 people have been killed and over 2,600 injured," he added. The war in Gaza began on October 7, 2023, after Hamas launched an attack on southern Israel that killed 1,139 people, most of them Israeli civilians, and resulted in more than 200 hostages being taken. Israel responded with a large-scale military campaign in Gaza involving airstrikes and a ground offensive, killing 72,773 Palestinians and injuring 172,723 others, according to the Palestinian Ministry of Health. A US-brokered ceasefire agreement came into effect in October, 2025. Last January, US Middle East envoy Steve Witkoff announced the launch of the second phase of President Donald Trump's 20-point plan aimed at ending the conflict in Gaza, including transitioning from a ceasefire to disarmament, establishing a technocratic administration and beginning reconstruction efforts."
