MANILA, Philippines — Senator Sherwin “Win” Gatchalian believes fairness, neutrality and impartiality are important in handling the impeachment trial of Vice President Sara Duterte. Gatchalian enumerated these principles which, he said, will govern the proceeding if he is elected Senate president and if he will lead the Senate impeachment court.
