ANGELES CITY, Pampanga — The Philippine Red Cross (PRC) has deployed emergency response and welfare teams following the collapse of an under-construction, nine-story building along Teodoro Street in Barangay Balibago, Angeles City, on Sunday. The structure reportedly caved in between 2 a.m. and 3 a.m., with initial estimates indicating that 30 to 40 individuals may have been affected.
