CAGAYAN DE ORO CITY — Human rights advocates and civil society leaders in Mindanao welcomed the creation of an independent truth commission tasked with establishing a credible public record of extrajudicial killings under the “war on drugs” of the administration of then-President Rodrigo Duterte. Civil society groups on Wednesday launched the truth commission in the run-up to the 10th anniversary of the ascension into power of Duterte, whose incumbency saw the national replication of his gangland-style liquidation of alleged criminals in Davao City.
