(UPDATE) MANILA, Philippines — The Office of the Ombudsman on Thursday filed non-bailable plunder charges against Sen. Jinggoy Estrada and others before the Sandiganbayan over alleged links to the flood-control scam. "The Office of the Ombudsman has recommended no bail for the respondents in this case," Assistant Ombudsman Mico Clavano said in a press briefing after the filing of the cases. "Likewise, the office will pursue hold departure orders for the respondents so as to preserve the integrity of the case in court," Clavano said. A court division will determine whether there is probable cause to merit an arrest warrant.
