MANILA, Philippines — The Department of Agriculture (DA) on Thursday warned that a severe El Niño could slash national rice output by as much as 700,000 metric tons, signaling serious risks to the country’s food security and rural incomes. The DA made the pronouncement as it ordered the reconvening of its El Niño task force to prepare for the dry spell.
