PH, South Korea partner to boost crime data system

THE Department of the Interior and Local Government (DILG) and the Philippine National Police (PNP) have signed a partnership with the Korea International Cooperation Agency (Koica) for the implementation of a new crime data system aimed at improving law enforcement operations nationwide. ​Under the agreement, the DILG, PNP, and Koica will develop the Criminal Investigation Data Management and Analysis System (Cidmas), a unified and data-driven platform designed to modernize criminal investigation processes and strengthen crime analysis capabilities. ​The Records of Discussion were signed on Thursday by Interior Secretary Jonvic Remulla, PNP chief Gen. Jose Melencio Nartatez Jr., PNP Acting Director for Investigation and Detective Management BGen. Matthew Baccay, Koica Philippines Director Jung Youngsun, and Koica Deputy Country Director Lee Hwayeon. ​According to the DILG, Cidmas will consolidate various crime investigation databases into a single platform, replacing fragmented systems that often require repeated data encoding and manual verification. ​Once operational, the system is expected to provide investigators faster access to critical information, improve coordination among law enforcement units, and support quicker case resolution and crime prevention efforts. ​Remulla thanked the South Korean government for its continued support and partnership with the Philippines, citing the longstanding ties between the two countries. “It shows that today, wherever our fortunes may go, for whatever happens, our countries go a long way. Korea and the Philippines remain partners. And we shall remain partners no matter what happens,” he said. ​Meanwhile, Korean Ambassador to the Philippines Lee Sang-Hwa commended the DILG and the PNP for implementing the Safer Cities Initiative, noting a more-than-16-percent decline in crime rates during the first 43 days of the program’s implementation. ​Also present during the ceremonial signing were DILG Assistant Secretary Lilian De Leon, other PNP officers, as well as Koica and Korean Embassy officials.
