TUGUEGARAO CITY — A non-government anti-corruption group in Kalinga has condemned what it calls the “instant” “window dressing” of public works projects, which saw sandbags and old tires suddenly appearing at construction sites just before the scheduled visit of Public Works Secretary Vince Dizon. Dizon is expected to tour the province Monday, June 1, including a stop at Liwan West Elementary School in Rizal, Kalinga. Natividad Bayubay, convenor of the group Save Kalinga Inc.
