Speaker Faustino “Bojie” Dy III said the proposed Kalinga Act would establish a permanent government response framework for oil price shocks, ensuring timely assistance for consumers, businesses, and vulnerable sectors during periods of fuel price volatility. Dy said House Bill No. 9305, or the Comprehensive Assistance for Livelihood, Inflation, Business, and Goods (Kalinga) Act, aims to make government intervention faster, more predictable, and better coordinated whenever global oil prices surge.
