MANILA, Philippines — Former Public Works and Highways Secretary Manuel Bonoan is now in stable condition and can be sent to the Sandiganbayan to face the case against him, according to the Philippine National Police (PNP). “Last night, the former secretary was complaining of head heaviness with a (blood pressure or) BP of 170/100. After giving medication, his BP improved. It became 150. Later on, it became 130/70,” PNP General Hospital chief Col.
