MANILA, Philippines — Former Public Works secretary Manuel Bonoan filed a motion for hospital arrest before the Sandiganbayan where he is facing a plunder case, along with four other people, including Sen. Jinggoy Estrada. Bonoan was brought to a hospital on Monday for hypertension. He and Estrada have been linked to the flood control scam.
