In her study, “Enhancing Member PhilHealth's Awareness: Reviewing Communication and Marketing Strategies,” Dr. Jovanie Tuguinay of the De La Salle University claims that PhilHealth's efforts to engage and inform its members about their benefits and services were effective. Despite the high satisfaction rating, however, the study noted that there was still low utilization. “Out of over 37 million registered members, only approximately 12 million had their first patient encounter,” the study noted, stressing that awareness alone is not sufficient in ensuring that members utilize the services.
