"German Chancellor Friedrich Merz said the EU had to be ready and willing to expand, as he arrived at EU-Western Balkans summit in Tivat on Friday. "The European Union must demonstrate that it is capable and willing to expand. And that is what we want to discuss today," he told reporters. "The fact that we have not accepted any new members for 13 years now shows that there have been shortcomings on the part of the European Union. And we want to overcome those today," he added. Albania, Bosnia, Serbia, Montenegro, North Macedonia and Kosovo are all at different stages in the EU accession process. In May, Merz suggested Ukraine could be given 'associate membership', while other countries have said Kiev should not be able to jump the queue ahead of those waiting in line."
