"Polish Prime Minister Donald Tusk on Thursday said it is too early to determine whether Ukrainian or Russian drones were involved in a huge blast that was reported at the Constanta port in Romania, with a naval drone - or unmanned attack boat - behind the blast. "As I mentioned during our first meeting at the beginning of the summit, every scenario is possible. It is not my role today, after speaking with the President of Romania, to state authoritatively whether these were Ukrainian or Russian drones," said Tusk after the EU–Western Balkans summit in Montenegro. The Romanian Defence Ministry said it was "of the type used in the war in Ukraine." Tusk added such incidents were likely to contribute to instability in countries bordering the war in Ukraine and warned that Kiev should remain mindful of the concerns of neighbouring states supporting its war effort. On Friday morning, a suspected Ukrainian military sea drone self-destructed in Romania's Black Sea port of Constanta. Kiev accused Russia of jamming the vessel, causing it to deviate off course. The Polish leader also addressed a recent diplomatic dispute triggered by Ukrainian President Volodymyr Zelensky's decision to name the country's elite army units after the Ukrainian Insurgent Army (UPA), an armed group which carried out massacres of ethnic Poles during World War II. Tusk said he had urged Ukrainian officials to take seriously what he described as an 'unfortunate incident'. "I think that at the moment the entire responsibility lies with the Ukrainian side to somehow remedy this completely unnecessary situation," Tusk said. He also insisted that Ukraine needed to show greater sensitivity toward its allies and avoid actions that could strain relations, with Poland set to host the Ukraine Reconstruction Conference in Gdansk later this month. "I suggested to the Ukrainian side that they look for some solution. They themselves created this problem, so they should look for a solution. […] I would not understand it if they also wanted to honour the memory of those who murdered Poles," he said. Earlier, Polish President Karol Nawrocki pushed to remove the highest title of the Ukrainian President, the White Eagle, after Zelensky's decision to rename an elite military unit after the controversial group. Poland holds this group responsible for the massacres in Volhynia between 1943 and 1945, during which an estimated 100,000 to 120,000 Polish people were killed."
