MANILA, Philippines — Dismissed police officer Rafael Dumlao III, the mastermind behind the 2016 killing of South Korean businessman Jee Ick-joo, was transferred Wednesday from the Philippine National Police (PNP) Custodial Center in Camp Crame to the Bureau of Corrections (BuCor) in Muntinlupa City. The convoy carrying Dumlao left the PNP Custodial Center at around 8:15 a.m. Criminal Investigation and Detection Group-National Capital Region chief Col.
